When you’re planning a nonresidential new construction project, it pays to get an early start on energy efficiency. SCE’s Savings By Design program offers cash incentives and technical assistance to help you maximize energy performance in your commercial new construction projects, including:
- Up to $150,000 in building owner incentives.
- 10% bonus incentive opportunity, in addition to the building owner incentive.
- Up to $50,000 in design team incentives.
- Design assistance services and resources matched to the project needs.

Mark W. Davis, BEP
Greater Southern California Area
Mark brings 30 years of a wide variety of utility expertise to the Savings By Design team, as well as equal amounts of building trade knowledge. His most recent utility experience is in energy efficiency, comprehensive technical audits, and new construction programs. Mark brings a high level of creativity and enthusiasm to his projects and strives to assist his customers in realizing the optimum solution for their needs. His use of analysis tools and real world experience has helped many customers in making relevant decisions.
Dave Intner, AIA; LEED AP; CEM
Sustainable/ Integrated Design
Los Angeles County & SCE Northern Service Territory
Dave is a California Licensed Architect. His design and project management experience includes a broad range of commercial, residential, and institutional buildings. He was the LEED Project Team Administrator for several projects, including Gold -Certified buildings in Santa Monica and Oxnard. In addition to his role in Savings by Design, Dave teaches courses about the LEED rating system and high-performance building design at SCE's Energy Education Centers.
In 2007, Dave helped to create the USGBC's California Central Coast Chapter (C4), serving for two years as a Regional Chair, and was recently appointed to serve on USGBC national’s Energy and Atmosphere Technical Advisory Group (EA-TAG). Dave is also the current board President of the Ventura County Chapter of the American Institute of Architects.
Andrew brings a wide range of expertise to New Construction with past experience in substation standards engineering, Southern California Edison facility underground/overhead mapping, supermarket refrigeration design, and custom home residential design. He has work closely with customers and clients to assist in achieving their design and energy goals while conforming to state, city, and other regulating entities. Currently, Andrew works closely with the architectural and engineering community to help customers design and construct energy efficient non-residential buildings.

Thomas Lor, P.E.
Thomas is a Registered Professional Engineer in the State of California, and holds a Bachelor of Science degree in Mechanical Engineering from the University of California, Irvine. Thomas brings over size years of experience in sustainable design, including two years overseas in Sydney, Australia. His experience includes engineering of HVAC systems, development of construction drawings, Title-24 energy modeling and code compliance, as well as HVAC cooling & heating load calculations for commercial and institutional buildings. As a design consultant, many of his projects were participants in LEED and Savings By Design programs, which gives him a unique perspective from the Customer point of view.
Leonardo Trebels, PMP; CEPE; LEED GA
Edison Northern Region
Leonardo has recently transitioned to the Technical Specialist III position and will be tasked with assisting Southern California Edison customers to take advantage of the Savings By Design program. Leonardo has a Bachelor’s Degree in Architecture and graduated with Honors from the Southern California Institute of Architecture. Leonardo’s background has been a diverse history in construction and architecture. He had the privilege of serving our country in the Navy for nine years as a Navy Seabee Diver. This gave him the opportunity to complete a variety of construction projects in some diverse and challenging areas around the world. When Leonardo left the Navy to complete his education, he worked for numerous architectural firms throughout Southern California creating his ability to look at projects in different scales & levels.
Ryan McFadyen, P.E.
Entire SCE territory
Ryan’s role includes oversight and engineering support, technical reviewer, and technical liaison for Engineering and Design Solutions. Ryan brings seven years experience consulting for utility incentive programs including Savings By Design (SBD) and other Integrated Demand Side Management (IDSM) programs. He specializes in energy modeling, refrigeration, and thermo-sciences. Ryan holds a BS degree in Mechanical Engineering from the University of Portland and is a licensed professional engineer in the State of California.
